Italian Air CEV in 1940

Hi,
When watching the videos showing a Mare Nostrum scenario, I was a bit surprised to see that the Italian ACEV in 1940/41 is 0, while the CW is 2. Why is there such a big difference? While flying in general inferior planes, many Italian pilots had Spanish Civil War experience and were good pilots and at dogfights…
On the other hand, most CW pilots had no actual combat experience until actually entering combat. Aren’t values from the Battle of Britain being transposed to other theaters?
